This is the Rule Book for the Roller Hockey play at Juan Bautista de Anza Park in Calabasas. Coaches and reps, please go through these rules with your team. These rules will be fully enforced with no additional warnings involving some of the major penalties and game suspensions.

Welcome and thank-you for participating in the Tri-Valley Roller
Hockey League. Enjoyment and recreational benefits are the major focus of our
youth and adult roller hockey programs.
We encourage a non-competitive environment in which children and youth can learn the basic skills without the distractions that are often associated with an over emphasis on winning. Mastery of the fundamental skills and the fun of playing are essential to the development of a lifelong interest in hockey. Programs must be conducted to accommodate the number of new players who wish to play roller hockey and to reduce the number who become disenchanted and drop out.
These guidelines are directed at children’s programs, but they must be implemented by adults if they are to influence youth roller hockey programs. Coaches, parents, administrators, and rink operators must all do their part to ensure that the TVRHL philosophy and the following rulebook are upheld.

Any profanity, abusive language or gestures directed at the TVRHL official or staff member may result in an immediate suspension of players and coaches, and a possible expulsion from the TVRHL facility for spectators.
Any profanity, abusive language or gestures used by a player directed to another player or person will result in an automatic 10-minute Misconduct penalty. A second infraction will result in a Game Misconduct penalty. If the player does not control his/her behavior, additional game suspensions or league ejection may be issued (Referee/TVRHL Discretion). TVRHL reserves the right to eject any player at anytime for unsportsmanlike behavior.
ANY physical abuse or threat of physical abuse to a TVRHL staff member or official will result in an
immediate ejection from the league and possible legal action from law
enforcement.
TVRHL Staff and Referees can only be approached by Team Reps, Coaches, Captains or Advisory committee members in regards to complaints or issues of policy. If you are not one of the above mentioned you must communicate through the above persons. TVRHL staff or officials will only recognize those people in these matters. No exceptions. (See “Protest Policy”)
During games, spectators may not approach the team benches or direct comments to individual players or approach TVRHL staff, scorekeepers and referees. This is a distraction to the game and will not be tolerated. Remember, you are here as a spectator and are not directly part of the game. Spectators will receive one (1) verbal warning. If a second warning is issued, a bench minor will be issued to the team. If the spectator continues without regard to the warnings, they will be ejected from the facility.
Failure of team reps or coaches in controlling their players or spectators may be deemed as grounds of forfeiture of play. (TVRHL Discretion)
The maximum amount of playtime for each player per period for each game is fourteen (14) minutes. This includes overtime periods. That means a player can only play a maximum of forty-two minutes per game, unless there is an overtime period, in which each player is to play a maximum of fourteen (14)minutes.
Any team in violation of this rule will cause the team to lose by forfeiture, unless there are six (6)or less players (excluding goalie) on the game roster. (TVRHL discretion)
The minimum amount of playtime for each player per period for each game is seven (7) minutes. This includes overtime periods. That means a player must play a minimum of twenty-one minutes per game, unless there is an overtime period, in which each player is to play minimum of seven (7) minutes.
A player’s penalty time is counted towards playing time, not sitting time.
Any team in violation of this rule will cause the team to lose by forfeiture. (TVRHL discretion)
· Play for FUN!
· Work hard to improve your skills.
· Be a team player - Get along with your teammates.
· Learn teamwork, sportsmanship and discipline.
· Be on time for practices and games.
· Learn the rules and play by them.
· Respect your coach, teammates, parents, opponents and officials.
· NEVER argue with an official’s decision.
Hockey is a game of good officiating, bad officiating, good plays, and bad plays. Accept them all and learn to appreciate each for what they are. Our officials are human and may make a bad call or not see a penalty. You must accept them and continue with the game. To dwell on a bad call or retaliation will only hurt you and your team.
· Winning is a consideration, but not the only one and definitely not the most important one. Care more about the player than winning the game. Remember players are involved in hockey for fun and enjoyment.
· Be a positive role model to your players, especially in our youth leagues. Display emotional maturity and be alert to the physical safety of the players.
· Be generous with your praise when deserved; be consistent, honest, fair and just. Do not criticize players publicly. Learn to be an effective communicator and coach. Don’t yell at your players.
· Adjust to the personal needs and problems of your players. Be a good listener, never verbally or physically abuse a player or official; give all players the opportunity to improve their skills, gain confidence and develop self-esteem; teach them the basics.
· Organize practices that are fun and challenging for your players. Familiarize yourselves with the rules, techniques and strategies of hockey. Encourage all your players to be team players.
· Maintain an open line of communication with your players and in our youth leagues, with their parents. Explain the goals and objectives of TVRHL.
· Be concerned with the overall development of your players. Stress good health habits and clean living.
· ALL PLAYERS PAY…THEREFORE ALL PLAYERS PLAY. Coaches should do their best to give all players equal playing time.
· Remember that you are a spectator; do not make a spectacle of yourself.
· Applauding for your team is great, but refrain from verbally abusing or the use of profanity to the opposing teams players and fans.
· Never verbally abuse a TVRHL official, Referee or Staff Member.
· If you have a problem concerning the officiating of a game or league policy do not approach a TVRHL official or referee. All complaints or protests must be made by the team representative, team captain, or advisory committee member. TVRHL will not recognize any communication with any other person. You may voice your concern to the team representative, team captain or advisory committee member after the game has been completed.
· Do not force your children to participate in sports, but support their desires to play their chosen sport. Children are involved in organized sports for their enjoyment and to learn good moral values such as teamwork and respect. Make it fun!
· Encourage your child to play by the rules. Remember children learn best by example, so applaud the good plays of both teams.
· Do not embarrass your children by yelling at them, other players, coaches, officials, staff and other spectators. Remember, you are a spectator, don’t make a spectacle of yourself!
· By showing a POSITIVE ATTITUDE toward the game and all of the participants, your child will benefit.
· Emphasize skill development and practice. Do not put an emphasis on winning, but instead on participation and having FUN!
· Know and study the rules of the game, and support the officials on and off the rink. This approach will help in the development and support of the game. Any criticism of officials only hurts the game.
· Applaud a good effort in victory and in defeat and enforce the positive points of the game.
· NEVER yell or physically abuse your child after a game or practice - it can be extremely destructive! Lets work together in removing the physical and verbal abuse in youth organized sports.
· Recognize the importance of volunteer coaches. They are important to the development of your child and the sport. Communicate with them and support them.
The team representative as well as the coach is responsible for his/her players on and off the rink. He/she will keep relations with the league in the following areas:
Must check with the scorekeeper, prior to the game, and verify which team is on the visitor or home bench, which players may have been issued suspensions, or notification of uniform or player number corrections.
If you are planning to add a player, all additions must be approved first by TVRHL officials. Players cannot be added during the final 5 games of the regular season. (See “Substitutions”)
Pick up the score sheet and distribute stat sheets and/or any other literature to all members of his/her team. Notify players as to whether or not they may be suspended at the following game.
NOTIFY PLAYERS OF ALL SCHEDULE CHANGES. TVRHL will notify you in plenty of time, it is then your responsibility to notify your team.
KNOW THIS RULE BOOK. Explain all TVRHL policies to your players. We will never accept a protest based on not knowing or not being told the rules.
YOU are responsible for the conduct of your team and the spectators that have come to watch your team. If the conduct of spectators or players is deemed unruly, the coach or player rep will be given a warning to control their players and fans. If a second warning is issued, the team will be given a minor unsportsmanlike conduct 3-minutepenalty. If conduct continues, it will result in an expulsion of players/spectators and a forfeiture of the game.
NO MORE THAN THREE (3) COACHES/TEAM REPS/HELPERS PER PLAYERS BENCH DURING GAME TIME! If you are not a coach, team representative or a helper, then you must stay at least 20 feet away from the players’ benches during game time. A 3-minute Bench Minor penalty will be given to any team who allows more than three coaches, team reps or helpers with-in 20 feet of the players bench during game time.
If during the season the coach allows a non-rostered player to skate, without first notifying the league office, his team will be subject to forfeiture of such game.
Total membership fees for each season will be presented to the player prior to the start of the season. Payments are due in full. Players are expected to pay on or before set deadlines. Players will be notified at least two weeks prior to a payment deadline. PLAYERS WHO HAVE NOT PAID WILL NOT BE ALLOWED TO SKATE IN PRACTICES OR GAMES.
Any player who is registered after the beginning of league play, will be responsible for full-payment. No pro-rating of league fees.
**Illness, injury and suspensions are not cause for refund of games missed. However, if formal written request is made, the office will review the situation. TVRHL will not offer any refunds due to anything other than injuries or extended illnesses ALLDECISIONS BY THE LEAGUE OFFICE ARE FINAL. If a refund has been granted, payment will take from 4 to 6 weeks for processing. Once the second half begins, the final 5 games of the season are non-refundable, as TVRHL cannot replace you. Honor your season commitment to TVRHL.
TVRHL approved referees will be used on the two-man system. Each referee has linesman duties, and each may call penalties. Penalties issued by the referees are final! Abuse of any kind towards the referees, scorekeepers, or rink employees are subject to further discipline including suspension. THIS WILL BE STRONGLY ENFORCED.
Enjoyment and recreational benefits are the major focus of the new guidelines for youth and adult roller hockey issued by the TVRHL Board of Directors. For this reason, it is important that we keep player safety at a premium, and propensity to inflict injury at a minimum. Therefore, if at any time the league officials feel it necessary to assess additional penalties or suspensions to a player for his foul activities, they may do so. These activities include actions prior to, during, or after games…inside or outside of the designated rinks…and involving people of officiating, coaching, playing, or rooting fan status.
Any player suspended for more that one (1) game, may file an appeal. All appeals must be in writing, and contain the words, “I wish to appeal my suspension.”All appeals must be received by TVRHL within five (5) days of his or her notification.
If an appeal is filed, TVRHL will conduct a hearing within fourteen (14) days of the appeal notification. The hearing board shall consist of a minimum two TVRHL Board of Directors, as well as the head referee. A majority vote of the hearing board shall rule on the appeal. The suspended players letter, as well as any other letters concerning the situation will be presented and reviewed. The player’s letter will be considered their testimony, as the player will not necessarily be asked to be present at a hearing. Suspensions of any length may be given depending of the severity of the penalty. No refunds will be given to players with extended suspensions. It is TVRHL policy that we will not accept any videotapes or photographs as evidence in an appeal of a suspension.
If at anytime during a game a team wants to file a protest, the captain or team rep must first make a verbal announcement during the next stoppage in play following the reason for the protest. All games must be completed, so you cannot forfeit or leave the game. If you leave or forfeit the game in protest it will count as a loss to the team’s record. Following the verbal protest, the team captain, coach or representative may discuss the situation with the referees or TVRHL officials after the completion of the game for any policy clarification. Only the team captain, player representative or coach may be present in this discussion. Discussions must be maintained professionally without any verbal abuse or yelling or TVRHL officials will deny further dialog. A written “Protest” letter must be received by TVRHL with 24 hours of the completed game for board review. The protest will be reviewed within five (5) days by a minimum of two (2) Board members and the referee officiating that game or the head referee. The team captain, coach or player rep will be notified of the leagues decision within that period. If these guidelines are not followed, the protest will not be considered.
TVRHL USES MODIFIED N.H.L. RULES.
Penalties: Penalties will be either running time or stop time and divided into the following classifications:
Minor Penalties, Major Penalties, Misconduct Penalties, Match Penalties, Goaltender Penalties, Delayed Penalties and Penalty Shots .
For a Minor Penalty, any player, other than the goaltender, is to be sent to the penalty box for three minutes. Under the classification of all Minor Penalties there may not be any substitutions for the penalized player. The offending team must play shorthanded except Coincidental Minor Penalties. If the penalty is incurred during stop-time, then it will be for two minutes.
For a Double Minor Penalty (six minutes), any player other than the goaltender will be called at the referee’s discretion when he feels that the penalty is not a Major Penalty. A Double Minor Penalty will only be used to call roughing or if a player receives two separate Minor Penalties.
A Bench Minor Penalty involves the removal of one (1) player of the offending team for three minutes. The coach may designate any player on the team to serve the penalty except the back up goaltender. The designated player must serve the penalty in the penalty box.
Coincidental Minor Penalties to both teams do not cause either side to be shorthanded (i.e. 6 on 6, including goalies). If one team is already shorthanded, coincidental penalties will not cause a decrease in the number of players on the rink. After coincidental penalties, manpower will remain the same (i.e. six on five or five on four, including goalies). When coincidental Minor Penalties are called, the penalized players must remain in the penalty box until the first stoppage of play after the penalty time has expired.
If a team is one-man shorthanded and the opposing team scores a goal, the penalized player will be allowed to return to the players’ bench and his team will become full strength.
If a team is two-men shorthanded and the opposing team scores a goal, the first penalized player will be allowed to return to the players’ bench and his team will be one-man shorthanded.
A Major Penalty will be assessed for any deliberate or excessive force to another player. Major Penalties cause the offending team to be shorthanded for the entire five (5) minutes regardless of the number of goals that may be scored during the allotted time. The offending player must go to the penalty box to serve the entire 5 minutes, regardless of the number of goals that may be scored. After the 5 minutes have expired, the player may return to the game.
A Major Penalty plus a game misconduct will be assessed to a player who injures another player, as a result of a Major Penalty.
For all Major Penalties plus a game misconduct, a substitute player must go to the penalty box in the place of the ejected player for the entire five minutes. After the 5 minutes have expired, the player may return to the game. The coach may select any active player to substitute for the penalized player.
If Coincidental Major Penalties are assessed to players of both teams, the Coincidental Major Penalties are operated the same way as a Coincidental Minor Penalty.
If there is a Major and a Minor Penalty called on two different players of the same team in the same instance, the Minor Penalty will be served first.
If a player receives a Major Penalty in the same instance, the Major Penalty will be served first.
Misconduct Penalties to all players, except the goaltender, require that player to go to the penalty box for ten (10) minutes. The penalized player must remain in the penalty box until the penalty has expired and there has been a stoppage of play.
When a player receives a Minor and/or a Major Penalty and a Misconduct Penalty in the same instance, the offending team will put an additional player in the penalty box and the additional player will serve the Major Penalty and/or Minor Penalty without any substitutions. The additional player and the player who received the Misconduct may not leave the penalty box until their respective penalty times have expired and there is a stoppage in play.
A player that receives a Game Misconduct Penalty will be ejected for the remainder of the game in progress. In addition, a Game Misconduct to a player will result in a one-game suspension (immediate next game).
A player or coach that receives a Gross Misconduct Penalty will be ejected for the remainder of the game in progress. A Gross Misconduct to a player or coach will result in a review of the incident and possible further suspension to be determined by TVRHL. The penalized player or coach may not continue play until the incident has been reviewed and decided upon or for 30 days.
A player that intentionally tries to injure or injures another player will receive a Match Penalty and will be suspended for the remainder of the game. A substitute player must be placed in the penalty box to serve a five-minute penalty and may not return onto the rink, regardless of the number of goals that may be scored until the 5 minutes have expired.
A Match Penalty to a player will result in a review of the incident and possible further suspension to be determined by TVRHL. The penalized player may not continue play until the incident has been reviewed and decided upon.
If a goaltender receives a Minor, Major or Misconduct penalty, that goaltender will not be sent to the penalty box for his/her infraction. Instead, a substitute player that was on the playing surface at the time of the infraction will serve the penalty. The coach may designate the substitute player.
If a goaltender receives a Match penalty or a Game Misconduct penalty then he/she will be ejected from the game and will be replaced by a substitute goal tender or by a player on the active roster. Any additional penalties regarding Match penalties or Game Misconduct penalties will apply, and the offending team will be penalized accordingly. All additional penalties incurred by the goaltender will be served by a substitute who was on the rink at the time of the infraction. The player is to be designated by the coach.
If a goaltender gets involved in any altercation outside of the goal crease, he will be assessed a Minor Penalty for leaving the crease plus any other penalties he/she may incur.
If a goaltender interacts in the play beyond his/her defending blue line, a Minor Penalty will be assessed.
If two players of the same team are serving penalties and a third player of the same team is assessed a penalty, the time on the third penalty will not begin until one of the first two penalties have ended. A team will never be more than 3 men shorthanded (or2 men if played 4 on 4, excluding goalies).
If two players of the same team are serving penalties that expire at the same time, one of the players will be designated by the captain as the one that will return to the rink first if a goal is scored. The captain must notify the referee who will in turn notify the Official Scorekeeper.
When a team is shorthanded and a Delayed Penalty is called against that shorthanded team, if the power-play team does not score, the shorthanded team will become two men shorthanded. If the power-play team does not score during a Delayed Penalty, the player in the penalty box will be released (if he/she was serving a Minor Penalty) and the player with the new infraction will go to the penalty box to serve his/her full penalty.
The official will award the Penalty Shot immediately after the penalty occurs. When a team is awarded a Penalty Shot, the selected player will line up at the center face-off spot. The official will place the puck on the center spot and the referee will take a position on the goal line to judge the attempt. On the sound of the official’s whistle, the player shall advance towards the goal in an attempt to score. The player taking the Penalty Shot must advance in a forward motion towards the goaltender. If the player loses the puck, he/she will not be able to turn back for the lost puck and it will be ruled a completed play. Once the puck has made contact with the goaltender, it will be considered a shot on goal. A player only receives one shot on goal on a Penalty Shot. There will be no rebounds allowed.
The goaltender must remain in the crease until the official has blown the whistle. If the goaltender violates this rule, the player taking the shot may have another opportunity to try again if he/she missed on the original attempt.
If a goaltender attempts to stop a shot by throwing his/her stick or any other object at the puck or opponent, a goal will be awarded.
When the official awards a Penalty Shot for Delay of game, leaving the penalty box or player’s bench, tripping while on a breakaway, or for throwing the stick, the official will designate the player who was fouled to take the Penalty Shot.
When the official awards a Penalty Shot for falling on the puck in the crease, or closing the hand on the puck, while it is in the crease, the coach or captain will designate a player on the rink at the time of the penalty to take the Penalty Shot. The puck shall be considered covered in the crease if that is where its location was when it was first covered continuously. If the puck is in the crease, it is covered by a non-goalie player and then that player, while continuing to cover the crease, moves it out of the crease, it is still considered covered in the crease.
If a player is awarded a Penalty Shot and is also charged with a Minor Penalty in the same play, that player may take the Penalty Shot before he/she serves his/her penalty. If that player is charged with a game misconduct, gross misconduct or Match Penalty, the Penalty Shot must be taken by a substitute designated by the coach or captain.
A goaltender is the only player allowed to make a save during a Penalty Shot. A goaltender will be in goal in all situations for all Penalty Shots.
If a goal is scored from a Penalty Shot, the puck will be faced-off at the center face-off spot. If a goal is not scored, the puck will be dropped at the face-off spot in the offensive zone of the non-offending team.
Whether a goal is scored or not from a Penalty Shot, a further penalty to the offending player will be assessed for a major or a Match Penalty. Minor Penalties will not be assessed.
All players, except the player taking the Penalty Shot and the goaltenders, must go to their respective players’ bench.
A goal will be automatically awarded, if an opposing player interferes with the player taking the Penalty Shot.
If a player scores on a Penalty Shot with an illegal stick, the goal will be disallowed and no penalty will be assessed. If there is no goal scored, the player taking the Penalty Shot will receive a Minor Penalty.
If a goaltender commits a penalty during a Penalty Shot and the player fails to score, the player may shoot again and the goalie will receive a penalty regardless if a goal is scored or not.
There is “NO” Checking. TVRHL officials realize there will be body contact during a game. However, you must not play the body of an opposing player to get to the puck. Take a direct line to the puck, not through opposing player or push an opposing player out of the way to get to the puck. Lowering your shoulder, extending your arms, and taking your eyes off the puck and looking at an opposing player while making contact, will be considered a “check.” In front of the goal you may not push or drive an opposing player out of the way. You can deny a player position but once a player is set you can only tie their stick up. A checking penalty is a 3-minute minor. Checking from behind, Boarding, and Charging (i.e. taking three or more steps) will be a 5-minute major penalty, game misconduct and possible 5-game suspension. (Referee’s discretion)
You must be playing the puck at all times. You cannot use your body to shield on an opposing player from the puck. You do have the right to skate where you want, but zigzagging in front of or skating parallel with an opposing player away from a direct line to the puck will be considered interference. Interference is a 3-minute minor penalty. (Referee’s discretion)
Holding your stick with one or both hands and swinging it at an opposing player. Starting above your waist and swinging down with both hands on to opposing players stick will also be deemed “SLASHING” and will bring a 3-minute minor penalty. A penalty may be called upon referee’s discretion, even if contact is not made. (Referee’s discretion)

Icing is called when a player from behind his/her defensive end zone face off spot shoots the puck past the goal line in his offensive zone when both teams are playing at even strength. There will be an immediate whistle and the puck will be brought back to the defensive zone for a face off. Icing will not be called if a defenseman could play the puck with no offensive pressure.
A team that is a man down, or more, may “ice” the puck as often as it likes in order to kill the penalty.
Penalties called at the same time will cancel each other out with no reduction in players. Penalized players will sit out the necessary minutes. Players will be allowed back after the length of the penalty, plus the next stoppage in play.
Players participating without the league minimum of required safety equipment will be assessed a minor penalty and may not continue play without proper equipment. Any player playing with a broken stick will be assessed a minor penalty. The player must drop the stick immediately after breakage.
A player losing his/her helmet during play MUST pick up and place the helmet back on OR skate immediately to his/her players’ bench and get off the rink. A referee whistle will blow the play dead and/or penalize the player for playing without a helmet.
Any player attempting to play while suspended will cause his/her team to lose by forfeiture. Any team using a non-registered player will cause his/her team to lose by forfeiture, suspension of Team Rep or Team Captain.
Verbal and physical abuse of TVRHL officials & staff will not be tolerated. There will be no warnings. Verbal abuse to an official during a game will result in first a 3-minute minor penalty, second a 10-minute misconduct penalty, and third a game misconduct. If a player continues verbally abusing an official or staff after a game is over or after a game misconduct has been given, further game suspensions will be given. (NO MAXIMUM SUSPENSIONS)
Any physical abuse to a TVRHL official and/or staff (i.e.
fisticuffs, throwing or shooting any object) by a player, coach and or
spectator will be grounds for that player or persons to be suspended from the
league. Those players and or persons may also be prosecuted to the full extent
of
(6 on 6, including goalies)A player may not skate into his offensive zone ahead of the puck. If that happens, a whistle is blown, and a face-off is held just outside the zone where the offside occurred. What matters in an offside is the position of the skates: Both skates must be all the way over the blue line for a player to be potentially offside. The location of the stick does not matter.
(5 on 5, including goalies) A player may not pass the puck to another player on his/her team across the middle red line.
FIGHTING will not be tolerated. This includes any altercation on or off the premises involving league players. Players should remember that the JuanBautista de Anza Park Rink located within a public park; therefore, any misconduct may lead not only to expulsion from the League but also, possible ARREST by local law enforcement. Instigating a fight will bring an automatic 5-game suspension and 3-minute minor penalty for the instigator and a 5-minute major penalty for fighting. Two players instigating together brings an automatic 3-game suspension and a 5-minute major penalty per player. A player retaliating against an instigator will bring a 5-game suspension and a 5-minute major penalty. A second major fight during the same season will bring an automatic season ending suspension with review for reinstatement into the league. Any suspension will carry over to the following season of play. NO REFUNDS!
Regardless of contact with another player, the dropping of a players gloves with intent to fight another player or official will result in an automatic game misconduct and a 3-game suspension. (Referee’s discretion)
Players becoming involved in another’s altercation receive a minimum 3-game suspension. Additional penalties or possible suspensions may result from lack of compliance from direction of referees or league officials. This includes players in the players bench are and penalty box. Any player leaving these boxes during any altercation will be assessed an automatic game misconduct and a 3-game suspension regardless if they get involved in the altercation. (Referee’s discretion)
Dropping of gloves and or squaring off against another player or official and striking or attempting to strike that person, pursuing that player with disregard for officials or engaging in fisticuffs. (Referee’s discretion)
If a player receives two (2) Fighting penalties at anytime during his/her play in TVRHL, they will be subject to Board Review with possible lifetime league ejection.
Players receiving an unsportsmanlike conduct minor will be given a minimum 3-minute penalty. No maximum penalty and will be subject to referees discretion. This includes lack of respect to league referees or officials during or after a game. The throwing of sticks or other equipment will bring an automatic 1-game suspension and game misconduct. If an injury occurs, an automatic 5-game suspension and review to get back into the league. (Referee’s discretion)
Warning - no fine or further suspension. Excessive 10 minute misconduct’s may be cause for suspensions. (TVRHL discretion)
· FIRST OFFENSE automatic 1 game suspension.
· SECOND OFFENSE automatic 3 game suspension.
· THIRD OFFENSE automatic season suspension and review from TVRHL board
All penalties and suspensions will carry over to the next season.
· FIRST OFFENSE minimum 5 game suspension and TVRHL board review.
· SECOND OFFENSE TVRHL board review, with season suspension.
League officials reserve the right to suspend any player at any time for misconduct. Any player so suspended has the right to immediate APPEAL, pending TVRHL board review. (see Disciplinary Review). NO REFUNDS. NO MAXIMUM SUSPENSIONS.
· FIRST OFFENSE Major penalty and game misconduct and a 3 game suspension. (Players with a penalty history will be more strictly reviewed).
· SECOND OFFENSE Major penalty and game misconduct and 5 game season ending suspension. Suspensions will carry over to next season. No maximum suspension. (Referee’s Discretion) NO REFUNDS.
A player injured or cut due to an unintentional act will not bring a misconduct penalty or suspension to the opposing player. However, a 6-minute double minor will be assessed. PLAYERS must control their stick at all times. If a player is cut by the stick and it is deemed “With Intent to Injure” or playing the stick or body in any way, a 5-minute major penalty and a 3-game suspension plus TVRHL Board review will be required with the possibility of League expulsion. (No maximum suspensions or penalties) (Referee’s discretion)
Playing the body or stick of an opposing player and losing control of your stick or causing the opposing players stick to cut him. Slashing stick to stick or body, hooking, lifting of sticks and following through on a shot above your shoulders and causing an injury with blood will all be considered “WITH INTENT.”
A player or players stick being checked out of control. A player being knocked down or falling and not in the process playing the puck or opposing player will be considered “WITHOUT INTENT.”
Minimum 5 game suspension and TVRHL board review. No maximum suspension, it is up to TVRHL discretion.
Players incurring a total of 40 minutes during any one season will be suspended for one (1) game. Their maximum minor penalty per game rule will be reduced to two (2).
Players incurring a total of 70 minutes during any one season will be suspended, again for one (1) game. Their maximum minor penalty per game rule will be reduced to one (1).
Players incurring a total of 90 minutes during any one season will be reviewed by the TVRHL board as to the extent of further suspensions and fines.
Total penalty minutes in excess of the best interest of the league, will result in suspension.
Three (3) minors incurred during any one game will result in an automatic game misconduct.
A 10-minute misconduct is equivalent to 2 minors. (i.e. 2 minors and a 10 minute misconduct = 4 minors and an automatic game dismissal). (Game dismissal means removed from game in progress with no further penalty minutes.)
Players wishing not to continue in the league due to disrespect for a ruling will not be offered a refund. All decisions by officials are final. See Disciplinary Review for players’ rights.
Any player who received excessive penalty minutes, misconducts, or majors in the previous season; will be placed on the subject to dismissal list. Players may also be placed on the “Player Probation” list, which may cause them to start at the second offense major assessment.
3 - 15 minute Periods
Each Period will have five -three-minute countdown segments. Coaches will be allowed 1 minute in between each segment to change lines and ready the players at the face off which will take place at the Center face off circle.
One coach from each team is allowed to be on the rink during play. Coaches must wear tennis shoes, and can only “coach” from against the boards.
Normal penalties will be called in this division. Penalties will be 2-minutes in length.
There are no goalies (only net-minders), so players must stay at least 10 feet away from post to post at all times (unless the puck is between 2 feet in front of the net-minder and 10 feet from the goal line).
If there is a shot on goal, and the puck is stopped within 2 feet of the goalie net-minder, a whistle will be blown to stop play, and the face off will take place at the nearest face-off dot.
There are no off-sides or icing of the puck in this division.
One 1-minute TIMEOUT per game per team (or more - referees discretion).
A game will consist of three 20-minute periods per game. There will be a 2-minute break between each period.
One, 1-minute TIMEOUT per game, per team. The referees may allow more than one time-out due to extremely hot weather.
The final 3 minutes is stop time in the 3rd period (if the score is within 4 goals).
Co-ed Adult Division must have two women on the rink (not including the goalie) at all times. Teams with three or more women can stay within the maximum play time limits. Each man can only score a maximum of three (3) goals per game (If a fourth goal is scored by the same man, the goal will be disallowed, and so on.). No slap shots by Men on net (A “Slap shot” is considered raising the stick above the waist on the back-swing or follow-through). A TVRHL official must approve any player substitutions.
· A Four goal spread in the final 3 minutes during the 3rd period is cause for running time…with no stopped time.
If at some time during the final 3 minutes of the 3rd period the score gets to within 4 goals, stop-time will begin. If it again goes to 5 goals or more during this time, then the time will go back to running time, and vise versa.
Pre-game warm up will last for five (5) minutes… If a team is not ready to take the rink following the warm-up, a minor penalty for delay of game will be assessed, and the game will begin in exactly 5 minutes. No further grace period. Pre-game warm ups begin immediately. (6 on 6, including goalies, must have a minimum of 5 skaters plus a goalie to start the name; 5 on 5, including goalies, must have a minimum of 4 skaters plus a goalie to start the game)
Stopped time is referred only to the last three (3) minutes of the 3rd period (as long as there is not a 4 or more goal spread). Any penalty received with this stoppage in the 3rd period where overtime is eminent, will be running time penalties, as overtime is running time (Play-offs and Championship Cup finals only). A tie-game will give each team one point in team standings.
TVRHL RESERVES THE RIGHTTO END A GAME AT ANY TIME IN
CASES OF FOUL PLAY, TIME CONSTRAINTS, OR DUE TO FOULWEATHER OR SAFETY FACTORS.
Games with less than half of total playing time played will be replayed in their entirety. All other games will be re-initiated with the remaining time played at a later date. All games that require time to be replayed will be re-scheduled through the league office.
If on game day it is raining, or the weather looks questionable, please contact your leagues hotline at least 2 hours before your scheduled game time. Rink conditions will be updated hourly, so please keep in touch. Do not call your coach, for he/she will be doing the same. It is at the discretion of the TVRHL officials to cancel a game due to weather conditions.
At the end of the regular season, a playoff format will be
derived based on the number of teams in the division. All teams in every
division will qualify for the Encore Sports Cup. Individual trophies will be
awarded to the Division Champions,
Should two teams finish in a tie in the standings the following tie-breaking system will be implemented to determine the higher place:
During the Regular season placement will be based in this order:
· Total Points (Win = 2 points, Tie=1 point, loss=0 points).
· Number of Wins.
· Goal-Against Average.
For the Playoffs, placement will be based in this order:
· Total Points
· Total wins in the season.
· Head to head record.
· Head-to-head Goal Differential.
· Head-to-head goals-against (lower goals against ranks higher)
· Total Goal Differential (all regular season games)
· Total goals-against (all regular season games)
· A playoff game between tied teams.
Playoffs will use the same game lengths as in the regular season. If there is a tie after each sudden death overtime period, the game will continue with another sudden-death overtime period, and then another until one team scores.
At the option of the referees and the agreement of both coaches/team captains, a shoot-out can be used anytime after 2 full sudden death overtime periods.
Goalies are often difficult to come by. TVRHL supplies two sets of goalie equipment per game. If your team does not have a designated goalie, then you must pick a player from your roster to play in the net. Goalies must be geared up by game time (Refer to “LENGTH OF GAME”)
Full-time goalies will be permitted to pay _ the league registration fee, in addition to paying in full, the insurance fees. These goalies will not be permitted to play in a skating position out of the crease unless they have paid a full season’s dues, (i.e., goalies only play goalie).
Goalies are subjected to the same penalties as skaters. (i.e. Majors, Game Misconducts, Fighting and 3rdMan In). Goalies are subjected to ejection from a game if he takes part in a Major Penalty, in which case, if a team does not have a back up goalie dressed and ready to play at the time of ejection, a team will skate six (6) skaters without a goalie (6 ON 6), or five (5) skaters without a goalie (5 on 5). NO EXCEPTIONS!
TVRHL reserves the right to release any player from or assign any player to another teams roster at anytime during the season. The league office also reserves the right to veto any request to release a player or add a player to any specific roster. This will only be used in an attempt to keep the division teams as even as possible. TVRHL’s major interest is in team parity. TEAM PARITY will be determined by TVRHL and TVRHL Only!
If a player sustains an injury, incurred during a TVRHL league game, which keeps him/her out longer than the next three (3) scheduled games and wishes to forfeit his/her roster spot, the player may request, in writing, for refund based on the number of games missed and the number of games remaining to be missed.
If a player sustains an injury, incurred during a TVRHL league game, which keeps him/her out longer than the next three (3) scheduled games, and wishes to continue to play out the rest of the season, the player may request in writing, for refund based on the number of games missed during this injury period.
No guarantee refund for injury. TVRHL will do its best to adequately reimburse players out due to injury. Policy is a 3 game grace period beyond the injury in which a player is under no circumstance entitled to refund.
Any player cut during a league game, (i.e. Bleeding), WILL NOT be allowed to return to the game until complete stoppage of the bleeding has occurred AND the wound is completely covered and secured in place.
ABSOLUTELY, POSITIVELY NO SUBSTITUTIONS during league play (with the exception of goaltenders - see below). If in the case of hardship where teams cannot roster an adequate team to compete, they must contact League officials first to justify their need for adding new players. New players must pay the full amount of league fees due. NO PRORATING OF FEES.
Any team that does not have a TVRHL registered “Goalie” can substitute a TVRHL-registered “Goalie” from another team (The TVRHL registered “Goalie” must be playing in the same age division or lower ((with parental consent)) as the team in need.). The TVRHL registered “Goalie” can play in regular season scheduled games, play-offs and championship games for any team in need.
All players must wear jerseys provided by the league.
It is required that all players wear the following equipment approved by TVRHL AT ALL TIMES during practices, warm ups, and at all times when skating on the rink or at designated practice facilities and during scheduled practice times. NO EXCEPTIONS!
· HECC approved helmet with chinstrap fastened.
· HECC approved Full Face Cage or Shield (mandatory if less than 18 years of age), and at least a half shield for adults over 18 years of age.
· Mouth Guard: should be colored (mandatory if less than 18 years of age - recommended for adults).
· Elbow Pads
· Knee/Shin Guards
· Gloves (made for hockey)
· Padded shorts, girdle or ice hockey breezers.
· Cup Protector or Pelvic Protector
· Skates

Equipment regulations are for your protection… Please follow them closely. Players not meeting requirements are subject to suspension and/or removal from the game. Periodic checks by TVRHL staff will be performed and if proper waivers are not signed by players, you may be assessed a team penalty or suspended from the game or additional games.
If during a game, a player has his/her helmet knocked off, the player MUST pick up the helmet and place it back on his/her head immediately or skate directly to the bench and get off the surface. If a player continues to play without a helmet, a whistle will be blown for a stoppage of play and that player will be assessed a minor penalty.
In the Mites, Squirts, Peewees and Bantams Divisions, a player can only be credited with a maximum of five (5) goals per game. Any additional goals will not count towards the teams statistics and score, and will not be credited towards the player’s season statistics. There is no limit on assists.
We here at TVRHL find it in our best interest to protect you, the hockey player, from serious injuries, and to make the game as fair as possible, so that you can get the maximum enjoyment out of the game.
